Procurement Management Services MoF Liberia IPA, in consortium with CoEn / Ghana, has been awarded the contract for the implementation of the Procurement Management Services under the Economic Governance and Institutional Reform Project (EGIRP) in Liberia, West Africa. The management of this EGIRP project is implemented, on behalf of the Government of Liberia by the Ministry of Finance, Project Financial Management Unit (MoF/PFMU). After a brutal civil war which lasted from 1989 to 2003, peace in Liberia was restored in 2003 with the signature of the Accra Comprehensive Peace Agreement (ACPA) and is now maintained with the assistance of 15,000 UN peacekeepers. The civil war had a devastating impact on the economy and social welfare. Much of the country’s physical and productive infrastructure (e.g. electricity generation and transmission, large parts of the water supply facilities, most of the capital stock of the mining industry) has been destroyed. The capacity of the public sector to deliver basic public services has deteriorated markedly, as a result of a collapse in government revenues, loss of human resources from the public service and a breakdown of systems of government. Many experienced and qualified staff left the public service as salaries and benefits have shrunk to extremely low levels. Equipment and documents were destroyed or stolen and basic systems and procedures for public administration broke down in many cases, including systems for financial management and procurement, providing opportunities for corruption. It will be IPA’s responsibility of supplement the limited capacity of the Ministry of Finances/PFMU to manage the procurement activities under the EGIRP project, including the planning and implementation and supervision of all procurement operations under the project. IPA is furthermore contracted to create an immediate procurement capacity to facilitate activation of procurement activities in Ministries and Agencies (participating M&As) and build their capacity to gradually take over the procurement function at the end of the contracted period. |

Kosovo: Support to Public Procurement Reform IPA, in consortium with PLANET S.A. is awarded the contract by the European Commission Liaison Office to Kosovo for the implementation of the Support to Public Procurement Reform in Pristina, Kosovo. The project will assist in the development of the Public Procurement System in Kosovo. It will ensure that the system is compatible with EU standards and promotes efficiency and transparency in the use of public funds. | Construction of Nine Army
Barracks in Burundi
Following previous news at IPA in august 2004 (Temporarily Burundi Transit camp for Former Combatants) it is with pleasure IPA is able to announce having successfully completed under Phase 2 of this Programme the turn key delivery of nine/9 Military accomodations (Ilots) in 9 different provinces of Burundi. With great thanks to the Government of the Netherlands the Burundese authorities has signed the Transfer of Ownership of the Buildings in November 2006, only one year after the start of the construction executed by local Burundese constructors. The completion of the buildings enables the Burundese Authorities to
proceed with the on-going transition of their democracy. Under Phase 3
further eight housing accommodations are presently under construction
for and on behalf of the Burundese Police force. The transfer of ownership
for these building is due in the 2nd quarter of 2006. |

Support to the Formation
of a new integrated Police Force in Burundi. The Limited Tendering procedure, Training of Drivers and Maintenance personnel incl. started in July 2005 and has been completed early September 2005. After full and comprehensive overhaul of all trucks delivery took place in November 2005. In liaison with the Dutch Ministry of Defense comprehensive training in Driving skills of the DAF Trucks has been successfully completed in January 2006 by four Dutch Military experts to 40 Burundese Drivers. The Ministry of Internal Affairs of Burundi represented by Director General
of the National Police force Mr. Alain Guillaume Bunyoni wish to express
their gratitude to the Dutch Government. Under small ceremony in the presence
of the Royal Netherlands Embassy, Kigali all Trucks were handed over to
the Government of Burundi in January 2006. IPA is proud to be an important
player in the support to the formation of a new integrated Police Force
programme in Burundi. |

| Capital Investments for
South Sudanese Police Force As part of the Department for International Development (DFID) support to policing in Sudan, IPA has been requested to undertake the procurement of equipment for the South Sudanese Police Force. The range of capital equipment procured under the project is from Police vehicles to uniforms and from office stationary to radio communication equipment. The Procurement Agent will manage the procurement process in accordance with DFID’s standard procurement procedures regarding goods. |

Supply and delivery of Agricultural Equipment to Georgia IPA provisioned a World Bank funded Project (Agriculture Research, Extension and Training Project) in Georgia with Agricultural machinery. The equipment is donated to farmers throughout Georgia in order to start independent farms in the field of Horticulture, Viticulture and Oenology. Supply consisted of Tractors (Wheel / crawler) and implements. |

IPA faces North As a result of a long tendering process, we are very pleased with the good news that SIDA, the Swedish Ministry of Development Cooperation, awarded us with a long term Framework Agreement for the provision of Procurement Services. This framework agreement enables us to extend our services to Sida Head Quarters in Stockholm, Swedish Embassies world wide and Sida’s co-operation partners globally. This agreement is a strategic extension to our Procurement framework agreements with the Netherlands and UK Government. The Dutch, UK and Swedish Governments are in many countries developing a strategy of donor funding where IPA can play a supportive role as procurement service provider for all three parties. |

Supply of 6 Nissan Pick-Up Trucks to Medan, Indonesia Essential part for the reconstruction of the Region effected by last years Tsunami is the mobility of agencies involved in the reconstruction of the Area. IPA is therefore pleased to assist the Food and Agriculture Organization of the United Nations (FAO) by supplying 6 units of Nissan Pick-Up Trucks to Medan, Indonesia. Besides the supply and delivery of the Trucks, IPA also took care of
the delivery and installation of Communication Equipment (Codan radios)
into the units. |

Emergency Assistance to Tsunami effected Area On behalf of, and in close co-operation with leading Dutch and American
NGO’s IPA arranged supply of approx 10.000 relief tents to Medan,
Indonesia and Colombo, Sri Lanka. IPA chartered a DC-8 Aircraft and arranged
supply of the complete consignment in 7 consecutive flights. Complete
delivery finalised within 7 days. 2 additional charter flights were arranged
for the supply of Mosquito Nets to Sri Lanka, Colombo |

| Procurement of TB Drugs
for the Government of India In November 2004 the UK Department for International Development decided to nominate a procurement agent to cover a threatening shortfall in the supply chain of pharmaceuticals for the Indian Revised National Tuberculosis Programme. IPA was selected mid December to implement urgent procurement procedures to guarantee supplies to 6 governmental medical stores depots prior to actual shortages arising. For this project IPA entered into a partnership with the International Union Against Tuberculosis and Lung Disease (IUATLD), providing the required technical input. Through an accelerated tender procedure 2 suppliers were selected, which could cope with both the strict quality requirements and the tight production schedule. The delivery of required pharmaceuticals, packed in Patient Wise Boxes (PWB’s) each containing a complete treatment kit for an individual patient, started early January and at the end of February the production of the full requirement of over 325.000 PWB’s was completed. |

Eritrean Police Support Programme (EPSP) - Eritrea The Government of Eritrea and in particular the Police Implementation Unit (PIU) Asmara has appointed IPA for procurement services following a Grant agreement signed between the State of Eritrea, Ministry of Local Government and the Government of the Netherlands/DGIS for the Ministry of Foreign Affairs of the Kingdom of the Netherlands. The general objective of the Programme is to give support to the establishment of an Eritrean civilian and professional police force apt for functioning in a democratic society. These objectives will be achieved through the implementation of several phases of the EPSP consisting of: 1) Training courses for the Eritrean police Recently, and after a thorough tendering procedure in accordance with the rules and guidelines for the procurement of goods with financial development assistance from the Government of the Netherlands the second lot of 4 units Toyota Land cruiser Pick up's 4WD converted to Prison Vans have been shipped to Asmara Eritrea. |

Horizontal Drilling in Nepal As part of the DFID financed support to the Gurkha Welfare Scheme in Nepal, IPA undertook the assignment to procure a water drilling system, suitable to drill both horizontal and vertical in the mountain areas in Nepal. The design of the system was part of a separate selection procedure, as it contained some specific complicating requirements. The main complication was the fact that all parts of the drilling system have to be transportable to very remote locations at mountain slopes, in some cases only accessible by narrow foot tracks. Due to this the basic elements of the system had to be fully man portable. Delivery of the equipment was effected end of 2004 and commissioning,
testing and training have been completed. |

Burundi Transit camp for former combatantsOn behalf of the Ministry of Foreign Affairs of The Netherlands, IPA arranged turn key delivery of a transit camp for former combatants. The camp (Camp Espoir) is designed to serve as training facility for several consecutive groups of approximately 2000 men, prior to the actual re-integration. The work effected by IPA included procurement of local services for site preparation and camp set-up, international procurement of tents, blankets, power, Latrines and water supply materials, kitchen units as well as the on-going procurement of consumables and food for the inhabitants. |

Award of Peace Corps Hardware Refresh ProjectIPA USA has been awarded the contract to re-supply all overseas offices of United States Peace Corps (PC) with HP Computer Equipment. IPA's longstanding relationship with PC along with very competitive pricing helped to secure this contract. This contract covers the period September 2004 through March 2007 and is for over 75 locations throughout developing countries. With the shipment of over 100 File Servers, 2200 Desktops and 500 Laptops, this project enables IPA to further demonstrate its premier service provider reputation. |
Emergency Assistance to Darfur, SudanOn behalf of several principals IPA has supplied numerous products to the Darfur Area for Emergency Assistance. Major part of the supplies were focused on the supply of Plastic Sheeting / Tarpaulins (app. 10.000 sheets) & a large number of generator sets (from 5 to 40 Kva). The Plastic Sheeting / Tarpaulins & Generator sets were supplied from stocks available at IPAs warehouse in The Netherlands. |
| Schoon drinkwater voor rampgebied
Azië
Na de zeebeving is er in het getroffen gebied enorme behoefte aan schoon drinkwater. Epidemieën en uitdroging liggen op de loer. Auxill Nederland BV is daarom vandaag een actie gestart. Ons doel is een drinkwatercontainer voor Zuidoost-Azië. Deze container kan circa 600 mensen voorzien in hun dagelijkse drinkwaterbehoefte. Alle partijen die bij het fabriceren en tot stand komen van deze container betrokken zijn zien volledig af van hun winstmarge. De container kan zo tegen aanzienlijk lagere kosten worden geleverd. Om de container te kunnen financieren worden er aandelen van €.500,= uitgegeven. Elk bedrijf of iedere particulier kan dus aandelen kopen. Auxill hoopt, met uw steun, één of meerdere drinkwatercontainers te kunnen doneren aan de hulpverlenende instanties in het rampgebied. Auxill doet zelf een donatie, en heeft ook haar eigen relaties benaderd, waardoor de eerste bijdragen nu binnen zijn. IPA (International Procurement Agency b.v.)uit Bussum draagt er zorg voor dat de container op de juiste plek terecht komt. Dit bedrijf heeft een afdeling die gespecialiseerd is in het bieden van ondersteuning aan hulporganisaties. De drinkwatercontainer is een gezamenlijke ontwikkeling van Shell Global Solutions BV en Auxill Nederland BV. Het bouwen en samenstellen wordt verzorgd door Norit Membrane Technology BV. De waterbox produceert uit (zoet) oppervlakte- of bronwater drinkwater dat voldoet aan de door de KIWA gestelde normen. Daarmee kan een drinkwatercontainer een duurzame bijdrage leveren aan het verbeteren van de leefomstandigheden en het voorkomen van ziektes in het rampgebied. Commonwealth Community Safety and Security Project (CCSSP) in Sierra LeoneThe appointment of IPA as Procurement Agent for this contract has been extended for further phases. Contrary to the initial assignment, in which rapid establishment of physical police presence was the key element, the extended projects emphasizes in structural support for the SLP. This is reflected in the type of goods being procured, such as equipment to strengthen the communication system, specialised vehicles and equipment enabling decentralised maintenance of vehicle fleet.
