Procurement advice on procedures and approves procurement documentation on behalf of the Royal Netherlands Embassy, Addis Ababa.  In particular IPA advised on the procurement capacity of the Ministry of Education and their ability to manage procurement related to grant funds of three million Euro being made available by the Government of The Netherlands for the purchase of school textbooks

Bangladesh

Procurement Advice in the field of: examining bid evaluations carried out by the Rural Electrification Board on behalf of the Royal Netherlands Embassy, Dhaka Bangladesh. IPA advised the Embassy on the approval of the bid procedures and the related evaluations.  This concerns a multiple bid procedure utilising grant funds of 50 million dollars being made available by the Government of The Netherlands for the purchase of electricity transmission and distribution equipment.

India

Procurement advisory assignment for the Education Reconstruction Programme in Gudjerat, India.The procurement expert represented the Netherlands Government to undertake the following responsibilities:

• Verify the validity of the procurement procedures carried out;
• Grant “no objection” for remaining bidding documents;
• Supervise the remaining bidding processes from preparation to evaluation,
• Verify local participation and quality of responses;
• Evaluate the development of quoted prices related to the quality of the works.

Pakistan

Undertake an assessment of the present procurement procedures in use with the Government of Pakistan, tender documentation used as well as the overall procurement capacity of the Ministry of Health / Government of Pakistan. A key component of the DFID Pakistan programme is support to the health and population sector. Currently, DFID support provides significant input in several programmes of which the Lady Health Workers Programme and the National AIDS Control Programme are the most important components

India

Review of Tuberculosis Drug Procurement and Distribution Systems in Andhra Pradesh, India. The main objectives of the assignment were to:

• Review GoAP’s procurement and distribution systems for TB drugs
• Recommend strengthening of operations in procurement, distribution, storage and information management.

The Consultant recommended, after assessment and comprehensive fieldwork, to give one local professional agency based in Hyderabad an integrated responsibility for procurement, storage and distribution of TB drugs, thus restoring the integrity of the drugs supply chain.

Albania

Consultancy services to the Trade and Transport Facilitation in Southeast Europe; Financed by the World Bank and US Government. Establish an effective procurement system to strengthen the procurement management capabilities of the Project Implementation Team.

Bosnia and Herzegovina

Privatisation Technical Assistance Project. Advise and assist the Government of Bosnia and Herzegovina in the identification and procurement of consultants, under WB rules, to undertake the analysis, preparation for sale, and the subsequent tender sale of 53 state-owned enterprises to strategic investors. Duties include the preparation and evaluation of  requests for expressions of interest, requests for proposal under QCBS, and the award and the monitoring of contracts

Georgia

IPA advised the Project Implementation Unit (PIU) of the World Bank Institution Building Project on various procurement procedures and in particular those related to the Judicial Reform Project.  The main tasks are the letting of contracts and establishment of supervision procedures for the complex civil works required for the rehabilitation of a number law courts and historic buildings of the Ministry of Justice together with the purchase of a major Information Technology package by International Competitive Bidding. This, with other technical assistance and training packages amounts to a total procurement of some USD 16 million.

Bosnia and Herzegovina

Procurement Monitoring and Auditing. Enhance institutional capacities and improve power sector finances. Support power sector restructuring and establish a procurement monitoring and auditing system. To design the monitoring and auditing system and methods to be applied by Institute of Accounting & Auditing (IAA) in the conduct of its mandate. Also assisting in actual monitoring and auditing of projects financed or administered by the World Bank, and provide necessary training to carry out these tasks to IAA staff.

Effecting a procurement audit by reviewing pre-selected sample contracts. Reviews included site visits, physical inspection of goods and works procured and verification of prices. The audit was focussed on 4 main areas;

1. compliance of procedures, processes documents and decisions with the Loan Agreement
2. timelines of the procurement/contracting process
3. compliance of delivered goods and services with requirements and contract specifications, cost effectiveness of contracts

Suriname

Telecommunication and Meteo / Civil Aviation for Guyana and Surinam. Upgrading and rehabilitation of 2 airports in Surinam and 1 airport in Guyana to ensure safe main airports. Principal:  European Union (EU) Financed by European Development Fund

Tonga

One of our lead Procurement Specialists provides Procurement Consultancy Services to The Ministry of Health of the Government of Tonga for the Health Sector Support Project.
